The Law is normally there only as punishment, maybe deterrent but the Law seldom can be a preventor,.
Not possible to make laws to prevent this or that, because human react so differently, in the end will have thousands of laws and still cannot cover everything.
So the Law is there to hantam you if you get caught. Like the 60kmh rule, nobody drives at 60kmh, even TP knows that, but they must have some system in place as a yardstick. Why 60kmh, because that speed you can jam brake and stop in 1 car length.
The Law can try to be fair at most times, but sometimes it's unfair, because life is unfair, some ppl commit big case can become small, some commit small can become big.
But overall our standard of law is not so bad, not the best but can do. In some countries like China, N Korea it's too strict, in others like India, even say Malaysia, it's good on paper but corruption affects it's implementation and enforcement.

1998 - I was in the banking industry....
When the world slowed down and many banks merged.... (OCBC with Keppel-Tat Lee, UOB with OUB, DBS and POSB)... I was retrenched in early 2002 after spending 13 yrs in the financial markets.

Anyway BJ case, like most minor police cases, you cannot expect the police to spend so much time on it, especially when the suspect is basically unknown.
This kind of thing, the victim also must try and to do some legwork and thus help the police. That's why instead of cursing the fella and the police, Poolman should gather his people and stake out CC View (or is it Dr), if they really wanna help BJ get justice.
Maybe for 1 week do surveillance there, everyday assign 1 fella in the morning say from 7.30 to 9am and maybe at night Bj himself around 8-10pm.
Of course this no one will want to, because of peak period, want to earn money, cover rental. But if really say out to help a friend then this will be the best example of assistance, not shouting in support online, with posts condemning the farker or the police. Talk is easy, but doing very difficult.
Of course BJ might not want them to do so, but the point is, if really wanna help a friend, then this must be done.

Or at the very least, gather some ppl and go down to CC Dr say in the early evening, spend say 1-2 hours interviewing some residents, maybe condo security guards, maids etc, gving a description of the fella and see if anyone has any idea who he is and roughly where he stays.
Once got that, then a proper stakeout can be done. Maybe BJ sacrifise a day or two and be there once an idea of the guy's place is known, and Poolman and his gang can come by and give support.

Anyway, once the open-out cry trading became electronic trading (ETS), only the big boys (banks & financial institutions) are the market players.
Individuals found it very hard to trade as at most times, the volume indicated in the market depth can be bogus.
I have 2 friends whom worked as LOCAL (term for individual traders) have since became taxi drivers.
