As long as the vehicle is use for limousine transportation services, a commercial (comprehensive) insurance is needed regardless whether it is SKF plate or PA/PC plates.
Fyi, private plate insurance can cost you around $4,100++.
Insurance coverage for commercial vehicle is around $2,200.
hence, commercial plate on this insurance issue is almost half of the SKF plate.
As for Road tax, Private Plate for a 2.2CDI (Viano) cost around $1.6k a year. A commercial plate cost at $638 a year.

Some of the Vehicle owner... (may have 2nd or 3rd vehicles)... if he didn't rent them out...
likely will "employ" some "drivers" on allowance basis and pay them job allowances if completed.
Some limousine owners have fixed pay drivers + OT. But he will have to bare all the operation cost, like diesel run, ERP tolls etc.

Many Pte Limousines kakis whom used to own more than 1 vehicle told me....
it is better to own 1 vehicle... too many... too much headache... (road tax, servicing, car parks, insurance policies, look for drivers etc).
yah the more u hav the more u need to organise..............
Some (Pte Limo) whom expends to fast...... end up losing everything....
Look at the bank loans for Alphards, E200/É250 or even SClass.
Especially the months during recessions cycle when alot of expats relocation.
Many of these Pte Limo have accounts with Foreign Banks in Singapore. Many are committed to hourly disposals... almost every week day. (You can see then parking their vehicles at ORQ - besides the Sail Condo ).
So, better pray hard that the Ang Mos don't get relocated.
