Last I heard, police are investigating, but since the method is by poisoning, it is hard to catch on CCTV.

The Bedok cat killer is named David Hooi I think. He has been caught twice. He is jailed 3 months for the first time and given the maximum jail term of 1 year after his second conviction.

Think about it in another way, this guy bring young boys home at night becuase he love children. He then pull out their balls, rip open their eyes and then strangle them to death. He will then tie the dead lifeless body up in ropes like a dumpling and swing them from the ceiling. ( This is how David Hooi tortured the cats to death.)
He can definitely plead to be of unsound mind, but I doubt the punishment will be the same. Most probably some lifelong sentence in a mental institution or death by hanging.
