Blackpool failed to land Robbie Fowler after offering the striker just £100 a week.
Fowler looked set for a spell with the Seasiders after training with the club but was shocked when chairman Karl Oyston put his offer on the table.
The salary would have been topped up with £5,000 for every first-team appearance but Fowler, 36, is several weeks away from match fitness.
Blackpool boss Ian Holloway, who has 38-year-old Kevin Phillips and Brett Ormerod, 35, up front, said: 'Unless I can get things done and a deal done in a slightly different way, then he won't be coming. If it doesn't happen, I'll be disappointed, but such is life.'
Fowler established himself as one of the best finishers in the game during his Liverpool days and starred for Leeds and Manchester City before returning for a second spell at Anfield.
He played for Cardiff and had a brief stay at Blackburn before heading abroad.
Fowler turned out for North Queensland Fury and Perth Glory in Australia before signing for Thai outfit Muangthong United.
Hull and Doncaster have been linked with Fowler while Fleetwood were also weighing up an ambitious bid for the former England international.

Former Liverpool striker Robbie Fowler looks set to reject Blackpool's advances after they offered him a £90-a-week deal.
The Daily Mail reported that the 36-year-old had turned down an offer of a £5,000 appearance bonus and just £100 per week if he did not play.
But Fowler, who has been without a club since leaving Thai side SCG Muangthong United in January, spoke out on his Twitter account.
"Actually it was £90, but would need to play full 90 (minutes) to get full appearance bonus...," he tweeted.
Seasiders boss Ian Holloway claimed on Wednesday that he would be disappointed if the deal could not be completed.
