Manchester City's boss finally broke his five-week silence over Tevez's refusal to warm up in Munich.
And he hinted his former captain could have a future at the club if he apologises.
Mancini said: "We all make mistakes but it's important that we apologise.
"If we do then it's finished. As a player I always thought like this — and I told Carlos this 20 days ago.
"I think sorry is one of the easiest words to say. I don't know his agent but I think probably the people that stay around him don't give him good advice."
Asked whether Tevez could yet be welcomed back into the fold, Mancini said: "Well, he needs to say sorry first."
Sources close to Tevez last night declined to comment on Mancini's latest words.
The Argentinian striker stayed in Manchester while his team-mates jetted out to Spain for tonight's crucial Champions League tie with Villarreal.
City, who need a win to keep their hopes of reaching the knockout stages alive, welcome striker Mario Balotelli back after a three-game suspension.
Mancini added: "Playing with City will do Mario good. In the summer we had lots of interest from Italian clubs but we are not giving anyone away.
"One day he will return to Italy but not for a few years.
"Let's not forget he's still only 21 and it's not easy to be an icon at that age. But, technically, he does not have to envy anyone."

In other words, Mancini said Tevez will never play for City again may not be true cos Fifa rules is on Tevez side. A top player can leave if he hasn't played 10% of their last 60 matches and Tevez is said to have played only 5... lol.

Why would he leave? Who can afford is 250,000 pounds per week salaries? LOL..
Anyway, the Man City Owner is so rich that losing 40-50millions pound is nothing.
