Think you mean Zyrtec (Cetirizine hydrochloride)..that is a H1 antagonist, a selective blocker of histamine receptors....basically an anti-histamine.
The drug does not cause dry skin. I suspect you have a problem with itch...and that is probably related to your dry skin. There are many possible reasons...perhaps you have some degree of atopic dermatitis...
Make sure you keep your skin moist and supple...avoid soaps. Use only non-soap based detergents and apply urea-containing moisturizer and creams immediately after a bath. Wear gloves when you do your washing up and laundry.
Have you seen a dermatologist for a proper review?
