Hand Speed lower in cold situlation?

  Is it true that when the weather is cold like now which is around 24C ur hand's writing/typing speed will be significently slower and when ur typing ur more prone to typo error?

  24 C are not cold.
  
  This applies to much lower temperatures, under 15 C, around zero and under zero. The muscles get stiff in cold environment, the other way around - in hot environment they get relaxed. When the muscles are stiff, the movements are harder to perform.
  In a very very cold environment, for example ice cold water the person who isn't used to cold temperatures gets spasm - muscle cramp.
