Acute, painless, one-sided red eye suggests glaucoma, and requires immediate ophthalmologist intervention. Diabetes can lead to glaucoma as it is one of the complication.

Diabetes occludes the small vessels in the eye (this complication worsens and progresses with longer duration of diabetes; how long has your father had diabetes?) and when these vessels are near-death, they call out for help by releasing chemicals to make more blood vessels, and these when occur in the iris of the eye, causes compression and swelling towards the drainage area of the fluids in the eye, leading to accumulation of the fluid and increasing in pressure. This pressure can press on the optic disk and lead to blindness. Does he have any blurring of vision?

My other diagnosis would include a condition called subconjunctival hemorrhage (bleeding under the conjunctiva, but this is more prominent in trauma especially after a punch) or an episcleritis (but there is no pain, so it reduces the likelihood)...
