Foot Note as referencing?

Hi guys, can i know if i can use Foot notes to show some of my referencing for my assignment?
Are those words counted in the word count of the project?
Anyone has a way to do it? Havard Referencing?
My project is restricted to 3k words, and i'm going to go over the 3k limit. That's why i'm figuring out a way to aviod too much of in-text referencing which is included in the word counts~

Footnotes are not counted in the number of words. I think they are usually used for Arts and law essays, for business ones, it is usually harvard.
