After Japan lost the last war, they signed a treaty that stated that Japan was not allowed to form an army of humans. But there was nothing in the treaty mentioning that Japan wasn't allowed to form an army of Gundams...
The Japanese Ministry of Defense is holding a Defense Technology Symposium where part of the program covers "Towards the realization of Gundam" - the program is available in PDF format on the Department of Ground Systems Development page.
Below is a snap of the PDF file showing "Towards The Realization Of Gundam (Advanced Personal Equipment Systems)" which kinda stipulates some sort of walker suit but you never know...

So Japan's MoD decided to "create" a gundam. For what purpose we don't know :p -
lol is that a joke? no way they can use the gundam as a weapon any time in the near future with the current level of technology lol.

Basically what the M.O.D referred to as "Gundam" is a set of military equipments that you wear (Vest, Gun, Helmet, etc)
Just that it's equipped with a sensor camera on the helmet, which can detect your vital statistic or something

Well frankly speaking , untill now no one knows or seen any of japans army in their full gear yet . And as japan always has the worlds leading cutting edge technology , as they are the first in the world to be able to make robots walking on two legs successfully . So although in order to build the gundam , they needs a higher end of technology but personally i don't think it is impossible for japan if they really were to explore the possibilities of it . If you were to compare sg technology with japan , it would be grossly underestimating the japanese technology as when japan is already using 3g network , sg is still reading up on how to install the equipment . As when i was working in singtel during the time when 3g network is still not established in sg , the staff tell me that they already have the equipment but nobody knows how to install or build them , even though japan is already been using 3g network for sometime already .
