Let me add.
The law basically works on an eye for an eye.
So if someone is downloading without uploading, the person is only making a single copy. That person is liable for a single charge.
If the person uploads, he's making multiple copies for everyone, also known as distributing without rights. That's multiple charges.
Because of this, the RIAA isn't really catching people who are downloading. They are catching people who are uploading.
