Browsing the forum is indeed duplicating data. But the permission is implicitly granted by the creator. Or else why would it be hosted on the Internet in the first place? -

it is still copyright infringement liable for criminal if not civil charges from whomever is pursuing the anti-piracy crusade. it is only by choice they do not, but if required, they can use these to supplement their case.
the letter someone posted in vr-zone, if i remember right, it specifically targets animes that are licensed in singapore. -

The law basically works on an eye for an eye.
So if someone is downloading without uploading, the person is only making a single copy. That person is liable for a single charge.
If the person uploads, he's making multiple copies for everyone, also known as distributing without rights. That's multiple charges.
Because of this, the RIAA isn't really catching people who are downloading. They are catching people who are uploading.

The law basically works on an eye for an eye.
So if someone is downloading without uploading, the person is only making a single copy. That person is liable for a single charge.
If the person uploads, he's making multiple copies for everyone, also known as distributing without rights. That's multiple charges.
Because of this, the RIAA isn't really catching people who are downloading. They are catching people who are uploading.

For those people who download like 5 episodes of anime per month, how much are they really liable to be charged? Not much, unless there's a fixed minimum amt stated amount stated in the Copyright Act. -
