i find it abit far fetched and stupid lah..how many thousands of people sure download anime..so many anime..so many episodes...so many people..is it they catch those who seeds the most or those with heavy traffic volume?

Just note, by law, you can be caught for downloading 1 episode or 1,000 episodes? In the eyes of the law, 1 and 1,000 no diff, except the fine you will be facing. -

You can check out local Japanese distributors but you will need some basic knowledge of Japanese, although some merchants have basic knowledge of English. I've a friend who's father does parallel import of cars, and he frequently makes trips to Yokohama and Chiba to get stock. It's not too hard to get by in English these days.
I would recommend a Mass Order, buy in qty over 20 and you might be able to negotiate for a better price. After all, the merchant is shipping to a Japanese address..

Remember, they have already got hold of a few thousand accounts of those who download anime illegally. From Singnet, and today Starhub, soon Pacific Internet.
How many have received that mail and have paid up? Definitely not all of them.
Does this thing has a time period / deadline to catch people? Definitely not, as far as I know.
If they find it such an effective way to get so much money (Though I do not know how much they spent), what's stopping them from re-using this information to catch these same people later?
