There has been instances of people getting fined for incomplete torrents, like they download till 85%, then they delete away, and they got fined for the episode they did not download finish. This makes me come to the conclusion that Odex is not doing packet scanning. We all know how Bittorrent works, random bits and bytes are downloaded and pieced together like a puzzle. And if they are using packet scanning to track people down, the bits and bytes coming in and out would be worthless data anyway.
So my speculation would be they are camping on torrents, grab a few random IP Address, then complain to the ISP.
Of course, another way would be monitoring the traffic, which I doubt the ISP let them do so generously, as many other confidential data are also at risk. And they would lose too many customers if too many people are caught.
