The waters have muddied above F3 in Europe. Historically Formula 3000 has been the final step before F1 but, since adopting single-chassis rules in 1996, it seems to have decreased in relevance. These days it runs Lola chassis powered by 450bhp Zytek V8 racing engines, but F3000 is struggling to get 20 cars on the grid. More competitive in Europe these days is the Superfund World Series by Nissan, for 2.5-litre, 450bhp V6 Nissan-engined Dallara chassis. Renault has placed two drivers, Franck Montagny and Heikki Kovalainen, in this series for 2003, and among their rivals are sometime F1 racers Marc Gene and Stephane Sarrazin. Both these championships expose their drivers to speeds of around 175mph.

it hasn't been answered. the real answer is that Macau GP is held every year. and its not for minor league races.
