I honestly hope that photo is an outright fabrication by someone with good Photoshopping skills.
Otherwise, it is a damning indictment of the both the poor situational control done by the Philippine police.... and the cavalier attitude of its citizens.

Bystanders got shot, a random guy on a bike got caught on camera cycling past the bus, the hostage taker's brother (himself a policeman) was able to enter the exclusion zone unauthorised and got arrested.
