Cause every year you see them announcing so many winners.
Annoucing more winners would have decrease their payouts to the single winner.

If I can recall correctly, the total number of people striking the top prize for the CNY draw each year is on average 5-8 persons. Each winner will on average walk away with a million plus.
As for your questions on probability, you should be asking the math tutors in the forum.
