It really depends on how you look at it. If you don't mind "non-original" goods. Then yeah. It saves you alot of money as well, as you can download and dump it in the cartridge.
In terms of legality. The politcally correct answer for this, it's illegal. Cause it's 'pirated'.
But, it's no law. It's just that typical kinda right-or-wrong thing. I'd still do it, downloads and all. Cause I cannot afford paying 10x more for as much content.

In most game shops, they do sell it actually. Not only in the 'black' market. :P
About 20-40 odd depending on content and hype? That's per cartridge. And an average console owner, would own at least 5+ games of any genre.
And truth be told. At least 80% of the gamers worldwide, aren't exactly doing things the 'legal' way. :P

The price of the games can vary from $20 - $70. We only buy them when they are on special.
