I've thought about this b4 and came to realised that there are some older, poor folks who are left behind by the so-called progress in Sg society. Even with their low level or lack of education, they used to be able to make a decent (though not well-off) living by doing menial jobs, sell stuff, whatever, but now some of these jobs are gone....why? So...they are being "left behind" as a result of govt policies, so the govt does have a duty to look after them. The govt can't leave them out just bec they are no long not economically productive.
