  go google steam, and download steam
  them go steam webby and create an account
  then if u have a legit CD-key,
  go into your account, register that CD-key under the account
  then when u run Steam on ur computer, it shows the game you have registered for.
  if you have a steam account and a Cd-key, you don't even have to have the disc, cuz steam allows you to download from them as long as you have the cd-key
  i rmb, 1.6 the cd key can use 2 times.
  CZ the cd-key can only use once.
  source i not sure, cuz i nv buy.... but i think can only use once...
  steam-powered CS has alot of servers....
  just looking at asia, theres near 2k servers....

  btw, there are servers with WCG players too,
  but they are password locked.
