What GAME is this!??

  Its not a new game la. Many years already. Pc.
  
  Its about you play God and run the daily affairs of Heaven and Hell.
  
  In Heaven you will place stuffs and buidlings in it and make sure the queue for the buildings are not long. Something like that la. As Heaven dwellings must have all the best stuffs.
  
  While Hell, must make the people suffer there. The opposite of what the Heaven dwellers get.
  
  I think tax is considered the amount of souls reach heaven and hell i think. Not sure.
  
  Any of you guys know? Rings a bell?
