hmm my thought about this matter maybe is that that guy that look at u maybe is thinking why do u take so long the change your contacts.
if u do really wan to know if he like u or not, try asking his close friends.

do you like him? if you don't, just ignore his actions.
if you are interested, can try getting close to him. e.g. talk about common interests? sports? hobbys? movies etc.
after that, den maybe ask him out casually. go shopping? lan-games? movies? and observe his reaction to ur invitation lor.
and if you really really want the answer and is interested in him. just tell him straight.
tell him you like him and ask him whether he feels the same for you. unless the guy has no interest in the girl, it is unlikely that he will reject a girl.

You can try to have a little chit chat with him.
That will break the ice and is a chance for you to know him better.
Next time when you happen to be close to him, try to.....ask the time, or borrow a pen, or ask a question about the class subject.......then you start to chit-chat a bit....then see how it is.....

If you don't, then ignore him. If you do, then be aggressive and make the first move - No point in playing the silly waiting game.

I agree that quite a number of men are insensitive.
But the question now is whether he is truly interested in you or he is just playing around. The answer will be revealed if you are to approach him.
If he is interested in you, ask him to be committed to you instead of playing around with the other girls before becoming his other half. If he is not, you will get an answer which at the very least will stop this 'game'.
