Using free ones has a nice advantage: People can leave notes and messages on your blog. Of course you can choose to delete them or show them.
Having your own website means you're able to design your site to whatever you like, unlike blog sites whose designs are pretty much fixed. -

I have one @ http://zatiman.blogspot.com . You can take a look at how the blogging interface looks like. My layout is self made though.
If you want to limit access, then blogger.com is not the way to go. You should use something like diaryland or something.
