Where did you get the info? AFAIK, Service 700 plied nowhere near the affected areas.

Update:
Traffic have been diverted to other alternative roads in the vicinity, eitehr towards the City or the East. LTA expects the road diversion to be in place for a few months and is asking the understanding of the public on the incident.

SINGAPORE : Following the collapse of Nicoll Highway on Tuesday, five SBS Transit bus services in the area have been diverted.
They are service numbers 10, 14, 16, 70 and 196.
In the direction of the city, these will now ply along Mountbatten Road, Geylang, Kallang, Jalan Sultan, Beach Road and Bras Basah Road.
In the return direction, these services will travel along Bras Basah Road/ Stamford Road, Beach Road, Jalan Sultan, Sims Avenue, Geylang Lorong 1 and Mountbatten Road, until further notice.
SBS Transit says traffic inspectors and patrol cars have been deployed to assist passengers at four bus stops along the affected stretch of road. - CNA

SINGAPORE : Excavation works at the MRT Circle Line work site along Nicoll Highway near the Merdeka Bridge, behind Golden Mile Complex, collapsed at about 3.30 pm, the Land Transport Authority said on Tuesday.
This has resulted in major soil subsidence along Nicoll Highway.
The stretch of road is now closed to traffic and there was also disruption to the utility supplies in the area, the LTA said.
It advised motorists to avoid this area until further notice.
Channel NewsAsia has been receiving many hotline calls over the incident.
Some of the calls were from people in the Golden Mile Complex area, who say they are being evacuated from the building by police and civil defence officers.
The highway is not passable to traffic on both sides and police have cordoned off link roads leading to the highway.
There were also unconfirmed reports that flames were seen in the area.According to unconfirmed reports, at least 200 workers were working on this stretch of the Circle Line.
One of the supervisors at the site told Channel NewsAsia that 30 of them have been accounted for, and four are missing.
They include a crane operator.
There was no immediate news on the other workers.
The Singapore General Hospital has confirmed that it has received one casualty, a Thai worker, who was in a wheelchair when he arrived at 4.15 pm.
A spokesman for SP PowerGrid has also confirmed that there was a power blackout in the Marina Centre and Suntec City area at about 3.35 pm.
The blackout was attributed to the collapse of parts of Nicoll Highway, which damaged transmission cables supplying the Marina Centre area.
Supply has since been restored via alternative cables at 3.50 pm. - CNA

I guess it's back to it's original route.
And I think after the rescue efforts, service 16 may be diverted to serve Stadium area and exiting at Nicoll Highway and then continuing it's route via Mountbatten Road. -

Anyway, for the record, the name of the road is Nicoll Highway and the name of the bridge is called Merdeka Bridge. -
